The meeting was called to order by Chairman Heidt at 7:30 p.m. A quorum was present.

APPROVAL OF MINUTES
Regular Meeting November 18, 2010
PC-11-01 Amerman moved, Serchak seconded, to accept the minutes of the Regular Planning Commission meeting of November 18, 2010, as amended: Page 1-3, Consultant Comments, 5th line, “..sent Village Manger,..”, change to “…sent Village Manager,…” Motion CARRIED
CALL TO PUBLIC
There was no comment from the Public.
PUBLIC HEARING
Proposed Zoning Ordinance Text Amendment, Definitions, “Dance Studio”, Sec. 94-2, Home Occupation and Home-Based Businesses Regulation, Sec. 94-345 PC-11-02 Goodenow moved, Amerman seconded, to open the Public Hearing at 7:33 p.m. Motion CARRIED
Mr. Lomako reviewed the proposed language amendment, dated 11/19/10 (on file at Village office). There was no comment from the Public.
PC-11-03 Goodenow moved, Amerman seconded, to close the Public Hearing at 7:35 p.m. Motion CARRIED
The Commissioners, Mr. Sapelak and Mr. Lomako discussed the proposed ordinance. They agreed that computer or any telecommunication device should be included in the last sentence of item “7”, under Required Conditions and that the word incidental should be removed from the second line of item “13”, under Required Conditions. They also discussed that fees would be set by Village Council and enforcement would be handled on a complaint basis.
PC-11-04 Serchak moved, Ebert seconded, to recommend to Village Council the approval of the proposed zoning ordinance text amendments to Sec. 94-2, Definitions for a “Dance Studio”, “Recycling Center”, and “Scrap and Salvage Operation”, and Sec. 94-345, Home Occupation and Home-Based Businesses Regulations with the revisions made tonight to items “7” and “13”. Motion CARRIED
CONSULTANTS COMMENTS
Mr. Lomako gave the Commissioners an article for them to read relating to “Generation Y”, which now since the 2010 census, is the largest percentage of our population.
ADMINISTRATIVE COMMENTS
Mr. Sapelak informed the Commissioners that he heard from the owner of the car wash on W. Huron, who may be interested in changing the building from a car wash to an oil change facility.
COMMISSIONER COMMENTS
Commissioner Juidici reported that he and Commissioner Serchak attended the Michigan Society of Planning Conference last month held in Lansing and found it to be very informative.
Commissioner Goodenow reported that Council approved their recommendation to include the three parcels on E. Commerce in the Special Parking District. He also told the Commissioners that the joint meeting with all the Boards and Commissions held on 1/10/11 was very informative. He said that the Village attorney gave everyone a copy of The Home Rule Village Act, and suggested that administration provide a copy to those Commissioners who were not at the meeting.
