The meeting was called to order by Chairman Heidt at 7:30 p.m. A quorum was present.

APPROVAL OF MINUTES
Regular Meeting April 2, 2009
PC-09-23 Keef moved, Amerman seconded, to accept the minutes of the Regular Planning Commission meeting of April 2, 2009 as amended:

CARRIED CALL TO PUBLIC
Emily Ridgway, Milford Township Parks & Recreation, was present to ask Planning Commission for an endorsement to have a “drive-in” movie at the former Farmer Jack parking lot on 10/3/09, after the Milford Community Picnic. She explained that an application has been submitted for the June ZBA, (Zoning Board of Appeals) meeting, for a Temporary Use Variance.
The Commissioners, Mr. Lomako and Ms. Ridgway, discussed lighting, bathroom facilities, clean-up after the movie, the size of the screen, provisions for lawn chairs, and the adjoining neighbors.
Ms. Ridgway told the Commissioners that “porta-johns” will be available on the premises, cardboard garbage bins will be provided, and any additional clean up necessary will be done by the Parks & Recreation Commission. She said local Boy Scouts will be selling popcorn, candy, soda and water. She explained that the movie will start at dusk and be finished by 10:00 p.m., permission has been given by the property owners, and the adjoining neighbors will be notified of the Public Hearing to be held in June. The size of the screen is 25’ x 32’.
Ms. Ridgway said that a section toward the front could be sectioned off to allow for lawn chairs. It was suggested that the police department be notified to help with traffic control if necessary.
PC-09-24 Keef moved, Amerman seconded, to recommend to ZBA that the temporary use request be granted to the Milford Township Parks & Recreation Commission to erect a screen for the purpose of showing a “drive-in” movie subject to the items discussed tonight being addressed before ZBA. Motion CARRIED
Tige Reader, Remax, 11200 Highland, Hartland and Subhash Kapur, owner of 219 E. Commerce, were present to seek guidance from the Commission.
Mr. Kapur asked the Commission for suggestions of what they believe would be an appropriate use for the building at 219 E. Commerce. He explained that he has been contacted from various restaurant owners but would like to have a user that would benefit the community. Mr. Kapur said he thought the site would be a good location for a jazz club where players could work with the community and teach interested students.
The Commissioners, Mr. Lomako, Mr. Kapur and Mr. Reader discussed the uniqueness of the building, and that the current zoning is O-1 Office.
Mr. Lomako suggested that Mr. Kapur meet with DDA Director, Ann Barnette.
Mr. Reader said they were looking for feedback to know if they were headed in the right direction and would be willing to meet with whomever necessary.
Chairman Heidt suggested that Mr. Kapur and Mr. Reader have a preliminary meeting with Mr. Sapelak, Mr. Lomako and possibly some of the Commissioners.
Ryan Matti, with Milford Grocery, was present to ask the Commissioners for an endorsement to have a 20’ x 20’ tent placed on their property, in the parking lot, for weekend sales of local produce, Friday, Saturday, and Sunday, from 8:00 a.m. to 7:00 p.m., June through August. He said an application for a temporary use variance has been submitted to the ZBA for their June meeting.
It was suggested that Mr. Matti include with his application to the ZBA what type of items they would be selling. Electrical lines to allow power for the cash register will be covered by “walk-over mats”.
Mr. Lomako explained to Mr. Matti that he would need to convince the ZBA that the location of the tent will not be a conflict with pedestrian and vehicular traffic.
PC-09-25 Johnston moved, Amerman seconded, to recommend to ZBA that the temporary use permit be granted for Milford Grocery given the conditions that were mentioned, for 90 days for the indicated use. Motion CARRIED
PC-09-26 Goodenow moved, Keef seconded, that Planning Commission formally request to Village Council to suspend payment of the meetings until such time when the economy is better. Motion CARRIED
UNFINISHED BUSINESS
Recreational Vehicle Storage, Sec. 94-344 (b)
The Commissioners, Mr. Sapelak and Mr. Lomako discussed the proposed language dated 5/4/09, (on file at Village office).
Commissioner Goodenow stated that the revision allows for a lot more flexibility but is also reasonable for adjacent neighbors. He said the screening requirements were removed from this revision.
They discussed item (6), Special Provisions, and agreed to remove the last line from the paragraph. In item (4), Placement Standards, (c), and agreed to add the sentence “as determined by the Building Official”. They continued to discuss what the allowable length of a vehicle should be as well as the combined allowable length of all recreational vehicles. Storage of recreational vehicles in a rear yard should not exceed the lot coverage as determined by the zoning district. Tarps to cover the recreational vehicle should be consistent with earth tone colors.
Mr. Lomako agreed that it seems reasonable if a lot is larger to allow for more storage of recreational vehicles.
PC-09-27 Goodenow moved, Juidici seconded, to postpone further discussion until the June meeting. Motion CARRIED
Proposed Zoning Ordinance Text Amendments Resulting from PA 110 of 2006, Installment 3: Completion of Nonconforming Uses, Zoning as Controlling Ordinance and Prohibition Against Non-Contiguous Open Space
PC-09-28 Johnston moved, Keef seconded, to postpone discussion of the proposed zoning ordinance text amendments until the June meeting. Motion CARRIED
NEW BUSINESS
Replacement Antenna, 815 Concrete Dr.
Mr. Sapelak reviewed the ordinance, Sec. 94-377, (b) f, which stipulates that the installation of a wireless communication antenna in any zoning district must be reviewed by the Planning Commission. He explained that the current antenna is being replaced by one with newer technology. The size or height of the antenna is not changing.
PC-09-29 Keef moved, Serchak seconded, to approve the replacement antenna and modifications at 815 Concrete Drive as presented. Motion CARRIED
DISCUSSION
140 W. Summit
PC-09-30 Goodenow moved, Johnston seconded, to postpone action on 140 W. Summit until Wade Trim and Administration can contact the owner of the property. Motion CARRIED
