PUBLIC HEARING
SUP-09-01, Charter Township Of Milford, 16-10-431-003, 325, W. Huron, Proposed Remodel & Addition of Existing Fire Station
PC-09-19 Goodenow moved, Amerman seconded, to open the Public Hearing at 7:39 p.m. Motion CARRIED
Don Green, Township Supervisor, 1100 Atlantic, was present to answer any questions from the Commissioners.
Mr. Sapelak reminded the Commissioners of the conditional site plan approval that was given by Planning Commission at the meeting last month. He explained that one of the conditions of approval for the site plan was that a Public Hearing be held and a recommendation by Planning Commission be made to Village Council for approval of the Special Use Request. He continued to explain language was created for the zoning ordinance to address Fire Stations in residential zoning districts.
There was no comment from the Public
PC-09-20 Amerman moved, Juidici seconded, to close the Public Hearing at 7:44 p.m. Motion CARRIED
PC-09-21 Amerman moved, Zasuwa seconded, to recommend to Village Council the approval of SUP-09-01. Motion CARRIED
UNFINISHED BUSINESS
Recreational Vehicle Storage, Sec. 94-344 (b)
Commissioner Goodenow reviewed the changes he made to the ordinance in his email dated 4/2/09 (on file at Village office).
The Commissioners and Mr. Sapelak discussed the amendment and if the side yard setback should be 3’ or 8’. They also discussed eliminating the requirement of screening in the side and rear yards.
Commissioner Goodenow said he would meet with Mr. Sapelak to work on the amendment and have something for the next meeting.
NEW BUSINESS
Proposed Zoning Ordinance Text Amendments Resulting from PA 110 of 2006, Installment 3: Completion of Nonconforming Uses, Zoning as Controlling Ordinance and Prohibition Against Non-Contiguous Open Space
PC-09-22 Goodenow moved, Amerman seconded, to postpone discussion on proposed Zoning Ordinance text amendments resulting from PA110 of 2006, Installment 3. Motion CARRIED
ADMINISTRATIVE COMMENTS
Mr. Sapelak reported that he had met with Township Supervisor, Don Green regarding The Milford Trail parking lot. He said that Mr. Green stated that because of the grading of the property, they would not be able to rotate the parking lot as recommended by Planning Commission at their meeting in March. Mr. Sapelak said they would be constructing the parking lot as originally proposed to Planning Commission and landscape plantings of evergreen or cedar trees would be planted to screen the roadway and residential area from traffic lights.
Mr. Sapelak reported that Council returned the power to Planning Commission to determine how the property at 140 W. Summit should be zoned. Currently the property is zoned as a PUD, Planned Unit Development. Mr. Sapelak explained that the property has four separate parcels and is owned by two different individuals. Prior to the rezoning of the property to a PUD it was zoned RM-1, R-4 and I-1. Mr. Sapelak said that a Public Hearing should be set to allow for Public discussion.
Commissioner Goodenow said he felt that 140 W. Summit was a perfect piece of property within the Village to be zoned as a PUD. He said he would review the Township ordinance relating to PUD zoning to see how it relates to our language and possibly have an amendment for review in time for the next meeting.
Mr. Sapelak also reported that he was informed by DDA Director, Ann Barnette, that Jeff Hutton, owner of Milford Auto who had told the Milford Business Association that he would allow them to use the parking lot for a Farmers Market, failed to submit a letter of authorization to the Village.
COMMISSIONER COMMENTS
Commissioner Keef reported that while he was away recently, there was a “break-in” at one of his offices. He explained that police told him because of the dense screening around the office building, they were unable to locate the burglar.
Commissioner Goodenow reported that the owner of Sherwood Liquor store was remodeling his current building. He also reported that the rehabilitation facility located at the former St. Mary’s church has moved out. He said the church itself was beautiful and wondered what Planning Commission thought about having administration contact the owner to let them know that Planning Commission may be interested in rezoning the property. Commissioner Goodenow said he felt the building would be the perfect location for a restaurant.
Mr. Sapelak said the owner of the building at one time was intending to turn the building into his personal residence.
Commissioner Keef said he is scheduled as liaison for the next Council meeting but will not be able to attend.
Chairman Heidt said he would take his place.
