The meeting was called to order by Vice-Chairman Amerman at 7:35 p.m. A quorum was present.

Regular Meeting August 14, 2008 Minutes to be accepted at the October 9, 2008, meeting.

UNFINISHED BUSINESS
Ord. #231, Art. XII, Sec. 94-344 (b), Recreational Vehicle Storage
The Commissioners, Mr. Lomako and Mr. Sapelak discussed the main item of concern regarding the proposed amendment from the Public at the August meeting (on file at Village office), which was the prohibition of recreational vehicles over 30’ in length.
The Commissioners discussed increasing the allowed length of recreational vehicles to 40’.
Commissioner Keef said he felt 40’ was excessive and asked how many other communities allowed 40’ recreational vehicles.
Commissioner Zasuwa said he would not be in favor of allowing recreational vehicles up to 40’ in length.
Commissioner Goodenow said he didn’t have a problem with allowing recreational vehicles up to 40’ in length and suggested that the proposed ordinance amendment be modified to allow recreational vehicles up to 40’ and set the Public Hearing based on that size and then if it was determined that 40’ was excessive, the size could be lowered without having to hold a third Public Hearing.
Mr. Lomako said the amendment to the proposed language should also include the definition and diagram of a 5th wheel.
Mr. Sapelak reminded the Commissioners that one resident had concerns about guests of residents parking their recreational vehicle for an extended amount of time.
Commissioner Goodenow suggested that Mr. Sapelak call Camp Dearborn to see if they provide on site storage.
PC-08-36 Goodenow moved, Zasuwa seconded, to direct Wade Trim to revise item (3) Prohibitions (a), from thirty feet in length to 40 feet in length, and Figure 1 be revised accordingly. A graphic of a 5th wheel style trailer and corresponding definition is also to be included in Figure 1 and the 40’ dimension to show from the rear bumper of the trailer to the forward most part of the unit. Motion CARRIED
PC-08-37 Goodenow moved, Keef seconded, to set a Public Hearing for the proposed language amendment to Sec. 94-344, for the October 9, 2008 meeting. Motion CARRIED
Ord. 231, XII, Sec. 94-354, Fences, 94-2 Definitions
Mr. Lomako reviewed his letter and proposed amendment dated 8/19/08 (on file at Village office).
The Commissioners, Mr. Lomako and Mr. Sapelak discussed changing the illustration to show space between the driveway and property line. On Figure 2, the dashed lines indicating the clear vision zone on detail A should be included on the larger illustration on the same page.
Commissioner Goodenow suggested that the fence ordinance be put in a handout format for the Public like the recreational vehicle storage ordinance.
PC-08-38 Goodenow moved, Zasuwa seconded, to set a Public Hearing for the October 9, 2008 meeting for the proposed language amendment to Sec. 94-354, Fences, to include changes discussed tonight. Motion CARRIED
Discussion – Sec. 94-386 (h), Period of Completion
Commissioner Goodenow said that after the site plan extension meeting in July, he likes the amendment that Planning Commission made to the ordinance but believes it would make sense to allow a developer to go to administration for a 1 year extension without having to go before Planning Commission. He said he didn’t believe this change would have made a difference to the outcome of the July meeting.
PC-08-39 Zasuwa moved, Worrell seconded, to set a Public Hearing for Sec. 94-386, (h), Period of Completion per the 7/23/08 recommendations of Commissioner Goodenow for the October 9, 2008 meeting. Motion CARRIED
NEW BUSINESS
Proposed Zoning Ordinance Text Amendments Resulting from PA 110 of 2006 (Michigan Zoning Enabling Act): Installment 1: Public Hearing Notification Procedures
Mr. Lomako reminded the Commissioners that toward the beginning of the year he was asked by Mr. Shufflebarger to review our zoning ordinance to verify that it was in compliance with the Michigan Enabling Act. He explained that the necessary amendments could be addressed incrementally over time as preferred by Mr. Shufflebarger.
Mr. Lomako reviewed his letter dated 8/21/08 (on file at Village office) in which he has offered the first group of amendments pertaining to public hearing notification.
Commissioner Goodenow expressed his concern with giving Council too much to review for approval.
Mr. Lomako said he would be glad to go to the Council meeting to answer any questions Councilmember’s may have.
The Commissioners discussed waiting until everyone was present to determine how the amendments should be handled and then set a Public Hearing for November.
PC-08-40 Keef moved, Zasuwa seconded, to postpone action on the above until the October meeting. Motion CARRIED
CONSULTANT COMMENTS
Mr. Lomako said that he and Mr. Sapelak had discussed a zoning amendment to allow fire stations to be located in residential districts. Mr. Lomako said that the draft Master Plan will be distributed this week by the Village and Township of Milford to adjoining municipalities and utility companies for review. He said those entities have 63 days to respond. After that time both the Village and Township Planning Commissions would meet and set a Public Hearing. He said the draft Master Plan has been submitted to the American Planning Association for an award. He reported that he heard from the owners of Papa Romanos, who said they had found a new architect and were still planning on moving forward with their addition. He said the Shunias told him they had contacted DDA Director Ann Barnette to ask for financial help with their addition, but was told the DDA would be reluctant to help fund a private entity.
ADMINISTRATIVE COMMENTS
Mr. Sapelak reported that the Pink Door located on Main Street was moving out and a beauty salon would soon be moving in. He reported that plans for The Burger Joint have been submitted for the former golf shop location on Main Street. He said they chose to limit their seating to avoid having to come before Planning Commission.
COMMISSIONER COMMENTS
Commissioner Johnston asked if the fence at Milford House had been completed correctly.
Mr. Sapelak said he had asked Ms. Barnette to visit the site to verify the fence was completed and she reported that it was.
Commissioner Goodenow said that he would not be at the October meeting.
