VILLAGE OF MILFORD

REGULAR MEETING                                                                                November 4, 2009

PARKS & RECREATION                                                                                          7:30 P.M.

Commissioner Jennifer Davis called the meeting to order at 7:30 p.m. and determined a quorum was present.

PRESENT     Commissioners   Dean Porter, John McDaniels, Ray Theriault, John Parks, Myles Davis , Jennifer Davis

ABSENT       Chairperson Brien Worrell, Vice- Chairperson Jared Kresnak, Commissioner Michael Allen

ALSO PRESENT     Arthur Shufflebarger, Village Manager

APPROVAL OF MINUTES        Regular Meeting of September 2, 2009

PR-09-13       Porter moved, Theriault seconded, to accept the minutes of the September 2, 2009 meeting as presented. Motion CARRIED.

CALL TO THE PUBLIC

                        Ric Mueller,chairman, FOMSP, was present to show the commission the updated drawings of the skate park plans.  He also informed the commission he needs their new Master Plan by the middle of January to include in his grant application.

PUBLIC HEARING

PR-09-14       M.Davis moved, Porter seconded, to open the public hearing to hear input from the public for suggestions to be included in the new Master Plan. Motion CARRIED.

                        Ric Mueller, FOMSP, would like plans for a skate park be included in the new master plan.

PR-09-15       McDaniels moved, Parks seconded, to close the public hearing. Motion CARRIED.

UNFINISHED BUSINESS

Parks informed the commission that he feels the planting on the edge of the river should be set aside for now because there is a more urgent concern.  The banks of Pettibone Creek has many dead trees with roots exposed and there is a lot of erosion.  New trees need to be put in their place or there could be some serious problems.  Parks will compose a letter to approach local nurseries for donations for the project.  J.Davis will forward a letter she wrote a few years ago for the purpose of soliciting donations.  Everyone should look for donations now because nurseries are clearing  out their stock at this time and  make sure they get a receipt for their donation.  Parks also noted that the bridge is in need of repair.

·        Form  Sub-Committee for Master Plan

Mr. Shufflebarger, Village Manager, told the commission that the budget is very tight.  The Master Plan will have to be done by the Commission.  Suggestion was made that a sub- committee be formed to do the major revisions. M. Davis suggested an interim revision to the current plan be done until the 2010 census figures are available. Commission agreed that would certainly be the best approach.

M. Davis & McDaniels volunteered to be the sub-committee to work with Mr. Shufflebarger on the revisions to the current plan.  There will have to be a special meeting in December to go over the revisions so it can be presented to the Village Council in time for the January deadline.          M. Davis will send the revisions on-line for everyone to look at.

COMMISSIONERS REMARKS

Since the budget will be tight next year for concerts, maybe we need to look for community donations. 

The Boo Bash was a great hit again this year and we ran out of candy. 

The porta john placement near the trail is wonderful.  The trail will not be maintained in the winter.
