REGULAR MEETING OF PARKS & RECREATION MARCH 5, 2008 7:30 P.M.

APPROVAL OF MINUTES Regular Meeting of February 13, 2008
PR-03-03 Porter moved, McDaniels seconded, to accept the minutes of the February 13, 2008 meeting as presented. Motion CARRIED.
CALL TO THE PUBLIC
Serchak asked if there was anyone who wished to address the Commission on an item that was not on the agenda. There was no input from the Public.
UNFINISHED BUSINESS Request for Placement of Memorial Feature in Central Park
Kelley Kirchner, 2878 Windwood Court, Commerce, provided the Commission with pictures of the proposed statue and showed where she would like the statue to be placed in River View Park.
The Commissioners discussed her proposal and agreed that it would be a nice addition to that site and that in the future they would consider each request for memorials on their own merit. They all agreed that they did not want any of the parks to become too crowded with memorials.
PR-03-04 Porter moved, Theriault seconded, to recommend Village Council allow placement of the proposed memorial statue in River View Park. Council will have final approval on an inscription for the memorial. Motion CARRIED
April Parks & Rec. Meetings in the Parks
The Commissioners will meet in Hubbell Pond Park on Saturday, April 26th at 9:00 a.m. and then go to Central Park around 10:00 a.m. for their Master Plan review and update.
NEW BUSINESS 2008 Summer Concert Series
Serchak said he talked to Jann Kinzinger today and she has all but one band booked for the 2008 Summer Concert series. He said she has also met with our DDA Director, MBA representative and Highland Township’s DDA Director to coordinate with them regarding what groups will be booked and the dates. She is trying to make sure we do not have the same groups booked too close together.
Naturalization of Water Edges
Serchak said he talked to someone regarding goose control and will be meeting with DPS Director Calley to discuss it further.
Ice Rink
Porter reported that the pump in the ice rink is now working and the drainage problems have been corrected. He thanked Calley for fixing the pump so quickly. He said Calley moved a picnic table over to the ice rink and Calley will be grading in the spring to help the drainage for the volleyball court.
Fallen Hero’s Memorial
John Bushart, 711 Reynolds Drive, Waterford, and Ginny Cola, 6269 Kevin Court, Brighton, were present. They had been asked to return to Parks & Recreation for further discussion regarding their request to install a Fallen Hero’s Memorial.
Joseph Salvia, 510 W. Commerce, American Legion was present at the Commissions’ request to discuss the Fallen Hero’s Memorial. He suggested they not add another American Flag to the memorial.
There was discussion among the Commissioners, Mr. Salvia, Mr. Bushart and Ms. Cola regarding the necessity of flying the Fallen Hero’s Flag since there were already so many flags there. It was suggested that they place the Fallen Hero’s Flag in the center of the concrete circle that was proposed with the Fallen Hero’s Memorial in the front of the circle. Then if they were able to place other monuments for Fallen Hero’s in other wars, they could be placed around the circle and the flag would honor them all. It was also suggested that Mr. Bushart and Ms. Cola consider Southside Park or Hubbell Pond Park. Mr. Bushart said their group would be responsible for maintenance for both the memorial and their flag. There was also discussion regarding the Fallen Hero’s Flag and whether they may be other flags that represent Fallen Hero’s.
The Commissioners will consider the placement of the Fallen Hero’s Memorial when there meet to review the parks on April 26th.
