President Rusas George called the meeting to order in the Milford Civic Center at 7:30 p.m. President Rusas led the Pledge of Allegiance.

PRESENTATION RRRASOC – Waste Collection Services
Mike Csapo, General Manager, Resource Recovery and Recycling Authority of Southwest Oakland County gave Council a presentation on the services RRRASOC offers. This includes curbside hauling, recycling and household hazardous waste.
NEW BUSINESS
Consider Parking Authority’s Request for Two-Parking Spaces
Mr. Shufflebarger stated these seven long-term spaces used to be two-hour parking. Parking Authority would like these spaces changed back.
CM-11-178-11 Kovach moved, Aubry seconded, to approve the change of seven parking spaces in the east municipal parking lot from long term to 2-hour parking. Motion CARRIED.
Consider Health Insurance Buy-Out
Mr. Shufflebarger stated the current insurance buy-out rate is $300 per month for all employees, except the Police Department. The Police Department negotiated a buy-out rate of $583 per month. A buy-out of $641 per month was being recommended. This rate was based on half of the lowest two-person premium the Village offered.
Council was not in favor of giving more buy-out money. It was felt the employee would ultimately choose to go on their spouses insurance if it was better and/or cheaper coverage. No action was taken.
Consider Change of December Meeting Date
CM-11-179-11 Kovach moved, Glagola seconded, to change the Council meeting dated from December 19 to December 12, 2011. Motion CARRIED.
CALL TO THE PUBLIC
Tom Nader, 300 W. Huron, thanked administration for the removal of a trailer that was parked near this property in Village right-of-way. He commented on a neighbor’s piles of scrap being stored in commercial vehicles and in public right-of-way, and not on their own property.

COUNCILMEMBERS REMARKS
Frankford commented that the CSX viaduct looked good after its repairs. She also inquired the status of 200 Peters Rd. Jennifer Elowsky informed Council that the bankruptcy suit left an automatic stay, which she believed would be lifted soon. She added the owner had violated this order by going on the property and taking items.
