President Rusas called the meeting to order in the Milford Civic Center at 7:30 p.m. President Rusas led the Pledge of Allegiance.

Introduce Ordinance Amendment 231-151, Sec 94-345, Home Occupation and Home-Based Businesses
CM-02-015-11 Kovach moved, Heer seconded, to introduce Ordinance Amendment 231-151, Sec. 94-345, Home Occupation and Home-Based Businesses. Motion CARRIED
Council addressed a few items and received clarification from Gary Goodenow and Chris Nicol from the Planning Commission. Aubry felt section (e) 9. was too restrictive. It was noted that woodworking was listed under Type I and Type II uses. Under Type II uses Items 3, 6 and 9 concerns were addressed regarding hours of operation and number of animals. Frankford inquired if a person had three different home occupations if that meant under section (e) 8., 25 percent area would be used for each occupation. Mr. Goodenow stated no more than 25 percent total could be used.
Approve Gravity’s Request for Outdoor Liquor Sales for 2011 Sidewalk Sales, Criterium and Milford Memories
CM-02-016-11 Heer moved, Glagola seconded to approve outdoor alcohol sales for QuestVentures, Ltd., Gravity Bar & Grill, 340 N. Main for July 8-10; July 31; and August 12-14, 2011. Approval subject to LCC conditions and any approvals and additional direction from the MBA and the Milford Memories Committee. A certificate of insurance must be provided to the Village clerk listing the Village of Milford as additional insured. Motion CARRIED.
Approve Liberty St. Closure for Farmers Market
CM-02-017-11 Heer moved, Glagola seconded, to approve closure of Liberty St., Main to Union, for the Farmers Market, to be held on Thursdays, May 5 through October 20, 2011, from 3:00 p.m. to 8:00 p.m. A certificate of insurance listing the Village of Milford as additional insured to be provided prior to the start of the Markets. Motion CARRIED.
Approve Purchase of 2011 GMC Sierra for WWTP
CM-02-018-11 Heer moved, Frankford seconded, to waive the normal bidding procedures, and approve the purchase of one 2011 GMC Sierra 1500 pick-up truck package through Oakland County Cooperative Purchasing Program at a cost of $23,896.
After some discussion, Council decided to table the decision to see if Council members Kovach and Ziegler were able to obtain better prices than the Oakland County Cooperative Purchase Program bid process.
CM-02-019-11 Aubry moved, Ziegler seconded to table approval of purchase of 2011 GMC Sierra for WWTP. Motion CARRIED.
CALL TO THE PUBLIC
Gary Goodenow introduced Chris Nicol, the new Planning Commissioner, to Council.
MANAGER’S REPORT
Mr. Shufflebarger reminded Council of the Budget Session scheduled for February 16, at 7:00 p.m.
COUNCILMEMBERS REMARKS
Frankford announced a chili cook-off fundraiser being held at Kroger for the Milford Township Fire Department.
Heer extended a thank you to Department of Public Services for the snow clean-up/removal.
Aubry stated he read “Relay for Life” was going to be held at Milford High School this year and asked if plans had been changed from using Central Park. It was confirmed that they would not be using Central Park as originally requested.
