President Pro-Tem Glagola called the meeting to order in the Milford Civic Center at 7:30 p.m. President Pro-Tem Glagola led the Pledge of Allegiance.

APPROVE AGENDA AS PRESENTED

NEW BUSINESS
Report from OHM on Sewer Relining Project Matt Parks, OHM, gave a presentation updating Council on the sewer line project and the work performed over the last year with the CDBG-R grant money.
Approve Waiving of Bid Process, DPS Vehicle Purchase
CM-12-196-10 Kovach moved, Heer seconded, to waive the normal bidding procedures, and approve the purchase of one 2011 GMC Serria HD3500 Dump truck package through Oakland County Cooperative Purchase Program at the price of $25,068.00 with the accessories not-to-exceed a total price of $40,000.00. Funds to be allocated through the DPS Capital Outlay account number 101-441-982. Motion CARRIED.
Introduce Ordinance Amendment 231-147, Section 342, Special Parking District
CM-12-197-10 Kovach moved, Heer seconded, to introduce Ordinance Amendment 231-147, Section 342, Special Parking District, to include three additional properties 16-11-106-012, 16-111-105-013 & 16-11-106-006. Motion CARRIED.
Council mentioned concerns with late-hour, on-street parking in a residential area for the proposed facility. Mr. Juidici, Planning Commission, commented stated the facility was not to operate past midnight on Friday and Saturday evenings.
Introduce Ordinance Amendment 231-148, Section 189 (1), Required Conditions
CM-12-198-10 Kovach moved, Heer seconded to introduce Ordinance Amendment 231-148, Section (1), Required Conditions. Motion CARRIED.
This amendment would allow bike racks in the B-2 Central Business District.
Discuss Sunday Liquor Sales Legislation
Council did not see an issue with the new legislation and chose to not take an action.
Consider Rescheduling Council Meeting in December
CM-12-199-10 Kovach moved, Frankford seconded to reschedule the December 20, 2010 meeting to December 13, 2010. Motion CARRIED.
