REGULAR COUNCIL MEETING
MILFORD POLICE DEPARTMENT
President Rusas called the meeting to order in the Milford Police Department at 7:30 p.m. President Rusas led the Pledge of Allegiance.

PRESENTATION
Plante/Moran Audit Report
Les Pulver and Brian Camiller were present from Plante & Moran. They gave the audit presentation and stated that once again the Village of Milford received an “unqualified opinion”, which means the Village’s statements are complete, accurate and done in accordance to accounting rules. (Audit Report on file in Village office)
NEW BUSINESS
Accept Audit Report
CM-11-182-10 Kovach moved, Aubry seconded, to accept the June 30, 2010 Audit Report as presented. Motion CARRIED.
Consider Changes to Animal Ordinance
Mr. Shufflebarger stated a resident has requested a change in the Animal Ordinance to allow raising chickens in the Village. Archie Noon was present to address the request.
A majority of Council was not in favor of this change stating concerns with noise, waste, smell, and close proximity of the homes in the Village.
CM-11-183-10 Ziegler moved, Kovach seconded to deny the request to change the ordinance due to the compact, urban nature of the Village.
Roll Call Vote:
Ayes: Ziegler, Frankford, Glagola, Rusas, Kovach, Aubry
Nays: Heer
Motion CARRIED.
CALL TO THE PUBLIC
Rusas asked if there was anyone who wished to address Council on an item that was not on the agenda.
There was no response.
MANAGER’S REPORT
Mr. Shufflebarger informed Council the trash compactors had been installed in the municipal lots. There was an electrical failure in the East lot, but it was expected to have problem corrected soon.
Reminder to Council of the Municipal forum scheduled for November 8, 2010 at Milford High School.
The last day for yard waste collection will be November 26, 2010.
Mr. Shufflebarger stated the Planning Commission was addressing a site plan that will require more parking than the property can provide. There may be an agreement involving the Village to temporarily provide on-street parking. He will advise Council once site plan has been approved.
COUNCILMEMBERS REMARKS
Kovach inquired the status of the film permitting policy and asked if processes were in place. Mr. Shufflebarger stated a policy has been generated, just not finalized. This policy proposed Administrative review of requests. Mr. Shufflebarger told Council he would forward a copy of what has been generated to date.
After receiving many compliments from out-of-town visitors, President Rusas wanted to send out a general “thank you” to everyone involved for their hard work in making the Village of Milford a nice place to live and visit.
