President Rusas called the meeting to order in the Milford Civic Center at 7:30 p.m. President Rusas led the Pledge of Allegiance.

Revisions to Sign Ordinance
CM-10-172-10 Heer moved, Aubry seconded to rescind motion CM-10-158-10. Motion CARRIED.
NEW BUSINESS
Appoint Zoning Board of Appeals Alternate
CM-10-173-10 Heer moved, Glagola seconded to appoint Ronna Freeland as a ZBA alternate, with a term to expire June 2013. Motion CARRIED.
Ms. Freeland was present and introduced herself to Council.
Appoint Village Representative to Huron River Watershed Council
CM-10-174-10 Heer moved, Glagola seconded to appoint Mark Irish as the Village representative to the Huron River Watershed Council. Motion CARRIED.
Mr. Irish was present.
Accept Bid for Replacement of Police Dept. Voice Recording System
CM-10-175-10 Heer moved, Glagola seconded to accept bid from DSS Corporation for the replacement of the voice recording systems in the amount of $14,400, which includes a 5 year extended warranty. Motion CARRIED.
Mr. Shufflebarger stated the Police Department would check with Oakland County to see if bids have been solicited for a voice recording system. If there are bids and they are lower, the Police Department would go with the lower Oakland County bid.
Consider Requested use of Central Park, Relay for Life
Kathy Knighton, Event Chair for Relay for Life, spoke to Council regarding their request for use of Central Park to hold their event in May 2011.
CM-10-176-10 Heer moved, Glagola seconded to approve the request for use of Central Park by the American Cancer Society, Relay for Life event including associated activities. ACS must:
1. Provide a certificate of insurance with the Village of Milford listed as additional insured.
2. Be responsible for all clean-up associated with the event.
3. Be responsible for all Village related expenses incurred fro the event, and
4. Work with the Village Department of Public Services in the set- up, siting and use of the park and other public facilities.
Motion CARRIED.
Consider Water Allowance Request, Milford Laundromat
This request was forwarded to the Water Board of Appeals.
Elect MML Board of Directors
CM-10-177-10 Heer moved, Glagola seconded to affirm the recommendation of the MML Board of Directors Nominating Committee by re-electing six incumbent Directors for a three year term. Motion CARRIED.
The incumbents were Richard Mack, Penny Hill, John Archocosky, Lester Hoogland, Richard Root and Michelle Van Wert.
Adopt Resolution 10-011, Muir Middle School
Mr. Shufflebarger requested Council consider adopting the resolution after the Municipal Forum that would be held with the Huron Valley School Board on November 8, 2010. Council decided they wanted to get the resolution to the Board before talks began.
CM-10-178-10 Kovach moved, Aubry seconded to adopt Resolution 10-011 as follows:
WHEREAS, the Huron Valley School Board is working on plans for a Middle School 21st Century Skills: Creating Curriculum Driven Facilities process; and
WHEREAS, the purpose of this process is to implement a 21st Century Skills curriculum into the Huron Valley Middle Schools by Fall 2011; and
WHEREAS, during this process the Huron Valley School Board will also be determining the need for the four current middle schools or a reduction to three; and
WHEREAS, the Milford Village Council recognizes the Board is in the preliminary stages of this process, but would like to make known that the Milford Village Council is not in favor in closing another Huron Valley School in the Village of Milford; and
WHEREAS, Muir Middle School is located in a neighborhood setting in the Village of Milford where Baker Elementary School was recently closed by the Huron Valley School Board; and
THEREFORE, BE IT RESOLVED that at their Regular Meeting on October 18, 2010, the Milford Village Council on behalf of our residents, respectfully requests of the Huron Valley School Board to not include the closing of Muir Middle School in its process of implementing the 21st Century Skills curriculum.
Motion CARRIED.
Adopt Changes to Manager’s Contract
CM-10-179-10 Heer moved, Glagola seconded to adopt same changes made to the non-union benefits effective July 1, 2010. Motion CARRIED.
Non-union changes taken effective July 1:
1) No raise (this would be the third year of no raise for the manager)
2) Employee participation in health insurance premium set at 5%
3) Village contribution to 401K reduced to 5% from 10% (not including 2% match).
Non-union changes effective October 1:
1) A cap of 400 hours maximum sick time accumulation with surplus paid at 100% (Reduced from 800 hours).
2) A short term disability policy for the employee paid by the Village.
CALL TO THE PUBLIC
Rusas asked if there was anyone who wished to address Council on an item that was not on the agenda.
Jim Delcamp, candidate for Michigan State House District 66, introduced himself to Council.
Anthony Raimondo inquired about the smoking policy for Village of Milford’s personnel. President Rusas encouraged Mr. Raimondo to contact the Village offices for this type of information.
MANAGER’S REPORT
Mr. Shufflebarger reminded Council the November 1 meeting will be held in the Police Department conference room.
