President Rusas called the meeting to order in the Milford Civic Center at 7:30 p.m. President Rusas led the Pledge of Allegiance.

PUBLIC HEARING
Consider 2011 CDBG Allocations
CM-10-163-10 Heer moved, Glagola seconded, to open the Public Hearing at 7:30 p.m. to consider 2011 CDBG Allocations. Motion CARRIED.
Jennifer Pasqual, Oakland County Coordinator for Haven, thanked Council for past donations, and requested Council consider them again this year.
CM-10-164-10 Heer moved, Glagola seconded, to close the Public Hearing at 7:33 p.m. Motion CARRIED.
NEW BUSINESS
Adopt Resolution 10-009 to Approve 2011 CDBG Allocations
Mr. Shufflebarger stated removing architectural barriers included replacement or construction of handicap ramps to bring them to the newer ADA specifications. He is also recommending reallocation of 2009 and 2010 sidewalk funds to go to this project.
CM-10-166-10 Kovach moved, Heer seconded to approve the attached resolution making 2011 CDBG allocations including project and dollar amount totaling $19,036, and authorize the Council President to sign the subrecipient agreement. Motion CARRIED.
WHEREAS, Oakland County is preparing an Annual Action Plan to meet application requirements for the Community Development Block Grant (CDBG) program, and other Community Planning and Development (CPD) programs, and
WHEREAS, Oakland County has requested CDBG-eligible projects from participation communities for inclusion in the Action Plan, and
WHEREAS, the Village of Milford has duly advertised a public hearing on October 4, 2010 for the purpose of receiving public comments regarding the proposed use of PY 2011 Community Development Block Grant funds (CDBG) in the approximate amount of $19,036 and;
WHEREAS, the Village of Milford found that the following projects meet the federal objectives of the CDBG program and are prioritized by the community as high priority need.

NOW THEREFORE BE IT RESOLVED, that the Village of Milford CDBG application is hereby authorized to be submitted to Oakland County for inclusion in Oakland County’s Annual Action Plan to the U.S. Department of Housing and Urban Development, and that the Milford Village Council President is hereby authorized to execute all documents, agreements, or contracts which result from this application to Oakland County.
Approve Recommendation to Reallocate PY 2009 and 2010 CDBG Funds
CM-10-167-10 Heer moved, Glagola seconded, to approve reallocation of PY 2009 and 2010 CDBG funds from sidewalk construction to handicapped ramp construction (Remove Architectural Barriers). Motion CARRIED.
Approve Final Change Order with Kamphuis Pipeline for 2008 Water System Project
CM-10-168-10 Heer moved, Glagola seconded, to approve Change Order Number 8 to Kamphuis Pipeline Company for $110,000 which will finalize completion of the 2008 Water System project. Motion CARRIED.
Kovach questioned whether any savings were realized from the original contract pricing. Mr. Shufflebarger stated this would be hard to figure because the changes that occurred, specifically the borings under the railroad tracks, would have needed to be addressed by any contractor that may have been on the project.
Approve Purchase of Handheld Meter Reading Device
CM-10-169-10 Heer moved, Frankford seconded, approve the purchase of a handheld water meter reading unit from Badger Meter in the amount of $5,700. Motion CARRIED.
Manager’s Performance Evaluation
President Rusas stated the Manager has always done his evaluation in public. She read the appraisal to the audience (copy on file in Village offices). Overall average score was 4.2 out of 5.
Rusas requested the Manager’s contract be placed on the next agenda. The Manager was asking the same concessions the non-union employees received.
CALL TO THE PUBLIC
Rusas asked if there was anyone who wished to address Council on an item that was not on the agenda.
Jim Crane stated he would be delivering the check from the Milford Masonic Lodge as a donation toward the Independence Day Parade. He added this check was being donated in honor of Mary Lou Gharrity.
Kim Kish felt the DDA should give financial assistance to the downtown parade events in order to keep them going.
Anthony Raimondo spoke to Council regarding Village employee performance appraisals.
MANAGER’S REPORT
Nothing this evening.
COUNCILMEMBERS REMARKS
Glagola briefed Council on the MML Convention he attended. He commented it would be nice if Milford had a Village flag. Glagola stated he heard font sizes needed to be changed on road signs by 2018 and inquired if we knew anything about this. Mr. Shufflebarger stated he would mention this to the DPS Director.
Rusas asked Council about reconsidering placing time limitations on political signage. She requested this item be placed on the next agenda.
