President Rusas called the meeting to order in the Milford Civic Center at 7:30 p.m. President Rusas led the Pledge of Allegiance.

APPROVE AGENDA AS PRESENTED

NEW BUSINESS
Consider Liquor License Review Committee’s Recommendation for 131 S. Milford
The owner, Michael Tomassi, was present.
CM-08-141-10 Heer moved, Glagola seconded, to accept the Liquor License Review Committee’s recommendation to approve the license transfer for 131 S. Milford Rd. Motion CARRIED.
Accept Electrical Bids for Well house and Iron Removal Plant
CM-08-142-10 Heer moved, Frankford seconded, to approve Summit Electric Inc. bid of $31,000 from the $85,000 allocated, for the removal and replacement of the electrical equipment at the well house and iron removal plant. Motion CARRIED.
Approve Environmental Consulting Service Fees Agreement Amendment for BCI
CM-08-143-10 Heer moved, Glagola seconded, to amended language for the BCI Environmental Consulting Services Agreement, Section 10.6, Right-of-Entry. Motion CARRIED.
Approve Downtown Trash Compactor Lease
CM-08-144-10 Heer moved, Glagola seconded, to approve the lease with Greenleaf Compaction Inc. for the downtown dumpsters. Motion CARRIED.
Mr. Shufflebarger stated this should help keep parking lots cleaner and less odorless. Parking Authority also hoped to gain 6-7 additional parking spaces once old dumpsters are removed. Council questioned whether recycling could be incorporated, especially during special events. Mr. Shufflebarger stated there is more of a cost to recycle year round, however more recycling containers could be considered during special events. Waste Management will still be providing garbage pickup service.
Richard Harrison, Parking Authority, stated there will be a direct bore for the electricity and should not affect the parking lot. He stated the safeguards on the compactor reduced worry of accidents and therefore liability. It was stated that individuals operating the compactor should be 18 years or older.
Accept Resignation from Planning Commissioner, Larry Keef
CM-08-145-10 Heer moved, Aubry seconded, to accept, with regret, the resignation of Larry Keef from the Planning Commission. Motion CARRIED.
Results of Household Hazardous Waste Day
The results of the Household Hazardous Waste Day were provided and are comparable to previous years.
Approve Ballot Language for Refuse Fee Restoration
CM-08-146-10 Heer moved, Glagola seconded, to approve resolution to adopt ballot language for millage in order to restore the current 2.0029 millage to the originally authorized 3.0 millage for waste collection services to be placed on the November 2, 2010 ballot. Motion CARRIED.
If millage is passed the special assessment would not be collected.
CALL TO THE PUBLIC
Jean Belcher thanked Council for their support with the Police millage. She also requested the Public be kept informed, such as when the General Motors tax rebate goes through.
MANAGER’S REPORT
Mr. Shufflebarger stated the Police Department should get the thanks and should be congratulated in their efforts toward the police millage election. The two laid off officers have been asked to come back.
Milford Memories feedback was favorable.
Sewer relining project should be wrapped up within the next two weeks.
Mr. Shufflebarger reported on a movie being shot in town the next couple of weeks.
COUNCILMEMBERS REMARKS
Frankford felt this Milford Memories was the best she has attended.
Thanks to volunteers for working festival.
Rusas extended personal thanks to Police Department for their efforts and was glad to hear the officers were being reinstated.
