President Rusas called the meeting to order in the Milford Civic Center at 7:30 p.m. President Rusas led the Pledge of Allegiance.

CM-07-124-10 Glagola moved, Kovach seconded, to approve the July 19, 2010, consent agenda as presented at the table. Motion CARRIED.

APPROVE AGENDA AS PRESENTED
CM-07-125-10 Glagola moved, Aubry seconded, to approve the July 19, 2010, agenda as presented. Motion CARRIED.
UNFINISHED BUSINESS
Approve DPS and WWTP Roof Removal and Installation Bids
Mr. Shufflebarger stated the two bidders who placed bids on both projects were approached. A new bid was submitted with a decreased cost of $1,800, with the use of a Village truck for disposal of the roof rock material. The estimated cost for use of the DPS truck is $1,500.
CM-07-126-10 Kovach moved, Ziegler seconded to accept the bid from Weathercraft Construction, Inc., for the removal and installation of the DPS and WWTP roofs in the total of $52,322.00 . Motion CARRIED.
Adopt Fire Department Ground Lease between Village of Milford and Charter Township of Milford
Council discussed whether it was necessary to incorporate a time period for the property to be transferred back to the Village if not being used for Fire Department purposes. Jennifer Elowsky stated Council could make this decision as early as after one month of non-use.
CM-07-127-10 Glagola moved, Ziegler seconded to adopt the revised Fire Department ground lease between Village of Milford and Charter Township of Milford. Motion CARRIED.
Approve Discharge of Original Ground Lease from 1959
CM-07-128-10 Kovach moved, Heer seconded to approve discharge of the original Fire Department ground lease from 1959. Motion CARRIED.
NEW BUSINESS
Recognize Milford Police Department Lifesaving Civilian Awards
Chief Wayne Walli was present and gave scenario of incident that occurred on June 7, 2010 at the Village Dam. The civilian awards were meant to recognize the life saving actions of Kathleen O’Meara Meisner and Melissa Kathleen Luchtel, who saved the life of Mr. Nathan Rau. The individuals were not able to appear and receive the awards.
CM-07-129-10 Heer moved, Kovach seconded, to approve the Milford Police Department Lifesaving Civilian Award to Kathleen O’Meara Meisner and Melissa Kathleen Luchtel for their actions on June 7, 2010 in saving Nathan Rau. Motion CARRIED.
Consider Approval of Rezoning Request RZ-10-01, 314 S. Main, from B-3 to R-4
CM-07-130-10 Heer moved, Kovach seconded, to approve rezoning request RZ- 10-01, 314 S. Main, from B-3 to R-4. Motion CARRIED.
Consider Approval of SUP-10-02, McDonald’s 24 Hour Drive-Thru
CM-07-131-10 Heer moved, Glagola seconded to approve SUP-10-02, McDonald’s 24 hour Drive-Thru. Motion CARRIED.
John Heidt, Planning Commission, advised Council the petitioner had resolved the issue with the garbage collection addressed at the public hearing.
Mark Pfau, owner, McDonald’s, was also present and introduced himself to Council.
CALL TO THE PUBLIC
Barbara Clark, 339 W. Commerce St. commented that communication was important. She stated the Village of Milford website was organized with the minutes being posted. The DDA website did not have current information. She felt the two websites should be combined for easier access to have all minutes and agendas on one website.
Anthony Raimondo stated he felt there were inaccuracies in the June 21, 2010 Council Meeting minutes and addressed them to Council. The title of Cathy House should read Program Coordinator for the Internship and Cooperative Education program at Oakland Community College. He felt the comments he made at the meeting were not portrayed in the minutes accurately. President Rusas explained the minutes are a summary of the meeting and are not written verbatim. She felt the minutes were accurate and adequate.
An exchange continued between Mr. Raimondo and President Rusas regarding past allegations made by Mr. Raimondo against the Village Manager. President Rusas reiterated to Mr. Raimondo that Village Council has personnel authority over the Village Manager and would take action if necessary regarding the Manager’s performance and no action was necessary at this time.
MANAGER’S REPORT
Mr. Shufflebarger stated TIA has responded to the question regarding the “no left turn” for south bound traffic on N. Milford Rd. at Summit St. Their recommendation was to not change current signage.
Town Hall Meeting will be held at Baker’s on Monday, July 26, 2010, 7:00 p.m. to discuss the proposed police millage.
Mr. Shufflebarger thanked Chief Walli for his time with the Village.
COUNCILMEMBERS REMARKS
Glagola commented on individuals swimming at the dam and the danger involved.
Heer also thanked Chief Walli for his service.
Kovach stated he forwarded information via email regarding someone interested in doing lighting work. He also offered the name of a neighbor as a potential Advisory Board member for the Chief of Police position.
Aubry asked whether left turns would be allowed for east bound traffic on GM Road onto Peters Rd. during Milford Memories. Suggestion was made to make drivers aware of the alternate route (Peters Road) before getting into town.
