President Rusas called the meeting to order in the Milford Civic Center at 7:30 p.m. President Rusas led the Pledge of Allegiance.

NEW BUSINESS
Accept Resignation from Zoning Board of Appeals
CM-04-065-10 Heer moved, Glagola seconded to accept Holly Brandt’s resignation from the Zoning Board of Appeals. Motion CARRIED.
A new appointment will be considered at the next meeting.
Introduce Ordinance No. 231-146, International Property Maintenance Code
CM-04-066-10 Kovach moved, Heer seconded to introduce Ordinance No. 231-146 International Property Maintenance Code.Motion CARRIED.
Randy Sapelak stated this was the most recent code and would not need to be readopted every year. He explained this ordinance would give more ways to cite clean-up violations for problem properties in the Village.
Adopt Resolution to Place 2009 Delinquent Water/Sewer Bills on 2010 Tax Roll
CM-04-067-10 Heer moved, Glagola seconded to adopt the resolution to place the unpaid accounts on the 2010 tax roll. IT IS HEREBY RESOLVED, that all real property parcels appearing on the delinquent water/wastewater list, held by the Clerk for the Village of Milford, dated April 14, 2010, in the amount of $8,677.08 are hereby specifically assessed for arrearages and charges attributable to said parcels on the Village Clerk’s listing; said assessments to be placed on the 2010 Village tax roll. Motion CARRIED.
Adopt Resolution 10-002 Directing Collection of Information to Establish Refuse Collection Fee
CM-04-068-10 Heer moved, Glagola seconded to adopt Resolution 10-002 for the collection of information to establish a special assessment district for refuse collection services within the Village. Motion CARRIED.
Authorize Ballfield Agreement
CM-04-069-10 Heer moved, Glagola seconded to authorize the Village Manager to sign the ballfield agreement on behalf of the Village. Motion CARRIED.
Council discussed the need to include a walk through of the building in late September to guarantee the building has been winterized properly. Council also asked about the possibility of charging a fee for other users, similar to fees charged for the use of Central Park.
Approve Renewal of Livescan® Maintenance Agreement with Oakland County
CM-04-070-10 Heer moved, Glagola seconded to approve the renewal of the Livescan® Maintenance Agreement with Oakland County CLEMIS $3313 per year for 3 years. Motion CARRIED.
Chief Walli stated this equipment is used in the booking room.

Rusas asked if there was anyone who wished to address Council on an item that was not on the agenda.

MANAGER’S REPORT
Notice of Manager’s Evaluation
Mr. Shufflebarger advised Council of his upcoming evaluation.
Council was reminded of the Budget Session on April 21, which will start at 6:30 p.m.
The Milford Fire Hall Open House is scheduled for Saturday, April 24, at 11:00.
Earth Day festivities will take place at the Huron Valley YMCA on Sunday, April 25, 12:00 – 4:00 p.m.
Arbor Day is Friday, April 30, with a tree planting in Central Park at 2:00 p.m.
COUNCILMEMBERS REMARKS
Frankford spoke to the press regarding a quote from the last Council Meeting she felt was taken out of context.
Rusas advised Council Members there would be a few changes to the Manager’s evaluation form. These will be distributed to Council soon.
