MILFORD CIVIC CENTER
President Rusas called the meeting to order in the Milford Civic Center at 7:30 p.m. President Rusas led the Pledge of Allegiance.

NEW BUSINESS
Approve Liberty St. Closure for Farmer’s Market
CM-03-047-10 Heer moved, Glagola seconded, to approve closure of Liberty St., Main to Union, for the Farmers Market, to be held on Thursdays, May 6 through October 21, 2010, from 3:00 p.m. to 8:00 p.m. A certificate of insurance listing the Village of Milford as additional insured to be provided prior to the start of the Markets. Motion CARRIED.
Introduce Ordinance Amendment 231-145, Section 82-68, Delinquent Bills
CM-03-048-10 Glagola moved, Aubry seconded to introduce Ordinance Amendment 231-145, Section 82-68, Delinquent Water Bills. Motion CARRIED.
Approve Revised Council Budget Sessions
CM-03-049-10 Aubry moved, Heer seconded to approve revised Council Budget Sessions to be Wednesday, April 7, 14 and 21, 2010. Motion CARRIED.
CALL TO THE PUBLIC
Rusas asked if there was anyone who wished to address Council on an item that was not on the agenda.
Ric Mueller, Friends of the Milford Skate Park, gave Council an update on the DNR grant. At this time they are putting the grant on hold, the issue being matching funding. He added that the Township approved up to $5,000 a year for maintenance and insurance for the skate park, but were not able to provide grant funding. Mr. Mueller recognized that it was not a good time to request matching funds from the Village either.
Jim Crane, 222 Clinton, gave Council more detail regarding the demise of the old Milford High School and what plans were tried for the building.
Norm Werner, 641 Union, Historical Society, asked Council to consider giving another year before decreasing the in-kind donations to $500. With the shorter notice they were not able to come up with alternatives. This matter will be placed on the next agenda.
Anthony Raimondo, 638 N. Main, inquired what the Manager’s long term plans were for the Village to regain confidence of the residents. He also inquired what type of continuing education Administration goes through.
President Rusas gave a summary of what the Village is doing to work through the budget situation and the education process. She stated the Village was still in good condition and didn’t feel it was losing it’s spirit.

COUNCILMEMBERS REMARKS
Aubry stated he heard McDonalds wanted to go to a 24 hour operation. Mr. Shufflebarger stated the hours of operation are attached to the site plan, which would need to be reviewed.
Aubry inquired whether the Village had any control over the placement of portable class rooms at the elementary schools. Mr. Shufflebarger stated this was regulated by the State.
In order to reduce costs, Aubry inquired whether traffic control devices could be put out early for parades. This would need to be discussed with Dept. of Public Services.
Heer requested in-kind donations be discussed further during the budget sessions.
Glagola stated the Chamber was working with the Police Dept. to try and reduce the police force during the parade and Milford Memories in order to cut costs. He added the Chamber cannot afford the additional costs for these events due to the reduction of the in-kind donations.
