REGULAR COUNCIL MEETING
MILFORD CIVIC CENTER
President Pro Tem Glagola called the meeting to order in the Milford Civic Center at 7:30 p.m. President Pro Tem Glagola led the Pledge of Allegiance.

CM-11-181-09 Heer moved, Aubry seconded, to approve the November 2, 2009, agenda as presented. Motion CARRIED.
PRESENTATION
Plante & Moran Audit Report
Brian Camiller and Allie Steudle were present from Plante & Moran. They gave the audit presentation and stated that once again the Village of Milford received an unqualified opinion, which is the highest rating. This year a single audit was also preformed because of the federal money borrowed for the Drinking Water Revolving Fund. (Audit report on file in Village office.)
NEW BUSINESS
Adopt Capitalization Policy
CM-11-182-09 Kovach moved, Heer seconded to adopt the capitalization policy as presented. Motion CARRIED.
Ms. Jacques explained this policy establishes a threshold for capital assets, depreciation methods to be used and the useful live for various classes of assets.
Set Public Hearing on November 16, 2009 for 2010 CDBG Allocation
CM-11-183-09 Heer moved, Frankford seconded to set the 2010 CDBG Allocation public hearing for November 16, 2009. Motion CARRIED.

Glagola asked if there was anyone who wished to address Council on an item that was not on the agenda.
There was no response.
MANAGER’S REPORT
Mr. Shufflebarger reported the Well Head work in Central Park had begun, as well as the sewer relining and manhole reconstruction projects.
Veteran’s Day was Wednesday, November 11, and the Village offices would be closed.
The Judge ruled in favor of the Village in regards to the Woodland Apts. dangerous building suit. The property owner has until December 1, 2009 to file an appeal.
Mr. Shufflebarger stated the Village staff is reviewing the budget internally and he hopes to meet with Council at the first of the year to discuss future budget cuts.
COUNCILMEMBER REMARKS
Kovach stated he spoke with the person in charge of the 5K run on November 1 and expressed the success of the event.
Heer stated the subcommittee to review the liquor license ordinance met. They plan to meet again and finalize a plan to present to Council.
Frankford inquired whether the materials from the demolition of the Woodland Apts. (should it occur) could be sold and the funds captured by the Village. It was explained the owner of the property would have to be approached first. What happened with the debris also depended on the specifications written for the demolition.
