President Nader called the meeting to order in the Milford Civic Center at 7:30 p.m. President Nader led the Pledge of Allegiance.

APPROVE REGULAR AGENDA
CM-08-135-09 Heer moved, Rusas seconded, to approve the August 17, 2009, regular agenda as presented. Motion CARRIED.
NEW BUSINESS
Approve OAKtober Family Fun Festival Insurance
CM-08-136-09 Heer moved, Rusas seconded in support of the OAKtober Family Fun Fest allow the Village municipal insurance to add Oakland County and Oakland County Parks as additionally insured, and designate Main St. from Commerce to Liberty St., including Center St. Park, as a festival area. Motion CARRIED.
Consider 5K Run Event
CM-08-137-09 Kovach moved, Kostin seconded to approve request for use of the Milford Trail for a 5K Run/1 Mile Walk fund raiser for “Engineers without Borders of Detroit” with the required certificate of insurance. Motion CARRIED.
Shannon Reeves was present to answer questions. Mr. Shufflebarger stated the trail could possibly be closed for the event. The event will run from 10:00 to 11:00 a.m. Ann Barnette commented that the OAKtober Fun Fest was supposed to have a fun run on October 24. Administration to work out details with the two groups.
Approve Purchase of Police Mobile Data Computers
CM-08-138-09 Kostin moved, Heer seconded to waive bid requirement due to the Oakland County pre-bid program and approve purchase of the Mobile Data Computers for a total of $48,879. Motion CARRIED.
This request is within the budget. It was questioned whether they could be leased to ensure upgrades are received. Chief Walli stated the upgrades and support are provided during use of the computers.
Approve One-Year Contract Extension for Bio-Solids Disposal
CM-08-139-09 Kovach moved, Heer seconded to extend the contract for one year with our bio-solid disposal contractor Synagro at the present pricing. Motion CARRIED.
Contingent Approval of Engineering Services
CM-08-140-09 Rusas moved, Heer seconded to approve the selection of OHM Engineering Advisors to provide construction engineering and contract management services, estimated at $8,950, for the Village sanitary sewer relining project, contingent upon the approved release of CDBG – R funds. Motion CARRIED.
Mr. Shufflebarger stated we are still waiting for the release of the CDBG-R funding from Oakland County. Jon Kramer and Matt Parks, representatives from OHM, were present to answer any questions. Mr. Kramer gave a brief history of OHM’s experience, noting their involvement in at least 30 stimulus funding projects.
Contingent Approval of Sanitary Sewer Rehabilitation
CM-08-141-09 Rusas moved, Kovach seconded to approve sanitary sewer relining project Phase II and Phase III contract with the low bidder DiPonio & Morelli Construction for $212,805, contingent upon the approved release of CDBG – R funds. Motion CARRIED.
Designate Voting Delegate and Alternate Delegate to MML Convention
CM-08-142-09 Rusas moved, Kovach seconded to designate Arthur Shufflebarger as the voting Delegate and Elizabeth Heer as the Alternate for the 2009 MML Convention. Motion CARRIED.
CALL TO THE PUBLIC
Nader asked if there was anyone who wished to address Council on an item that was not on the agenda.
Jim Crane spoke to Council again regarding his concerns with the possible rewording of the Zoning Ordinance language for Office District, allowing cultural centers. He reiterated the Office District was meant to be a buffer between general business and residential. Mr. Crane stated traffic and parking in the residential area would be an issue if this use was allowed.
MANAGER’S REPORT
Mr. Shufflebarger reminded Council of the Candidate forum to be held Tuesday, August 18 at 7:00 p.m. and the Bike Criterium to be held in Milford on Saturday, August 22.
COUNCILMEMBER REMARKS
Glagola commented on the success of Milford Memories despite the rain on Saturday.
