President Nader called the meeting to order in the Milford Civic Center at 7:30 p.m. President Nader led the Pledge of Allegiance.

CM-08-130-09 Kostin moved, Glagola seconded, to approve the August 3, 2009, regular agenda as presented. Motion CARRIED.
NEW BUSINESS
Introduce the Green Team
Nancy Branstetter, Linda Foran and Diana Nash, President, of the Green Team Coalition, were present and gave an overview of their company’s functions. The State has money to be used for Green projects. Small communities need to ask and compete for funding of this money. The Green Team Coalition is looking to find ways to make the communities more energy efficient, i.e. lighting, roofs, heating and cooling, then they will prepare and submit a grant application on behalf of the Village and Milford and Highland Townships. Ms. Nash stated their goal is to reduce operating expense on a greener sustainable platform. Their organization will be the sub-grantee and payment will be a percentage of the grant.
Approve OAKtober Family Fun Festival Event, October 23-25, 2009
CM-08-131-09 Kostin moved, Kovach seconded to approve the OAKtober Family Fun Festival, October 24 & 25, 2009 with the following conditions:
• Approve street closure from 4pm, Friday, October 23 to 1am, Sunday, October 25 of Main Street between Commerce and Liberty;
• Temporary Street Signage: Event banner across Main Street, Event banners with sponsors names on posts; Signage on the festival grounds during the event;
• Alcohol sales inside a beer tent on Main Street; private entity will come with separate permission, with proper licensing through the LCC;
• Fireworks over the Lower Mill Pond at Liberty Street;
• In kind donation of $1500
Motion CARRIED.
The in-kind donation of $1,500 would cover DPS and Police assistance. It was asked if there would be charges to the public for the various activities. Ann Barnette explained there will be sponsored events from local groups that would probably have charges. She added the MBA is involved, as well as the Chamber. They are still working on the sponsor for the beer tent.
Approve SMART Municipal Credit Contract for Fiscal Year 2010
CM-08-132-09 Heer moved, Kostin seconded to approve fiscal year 2010 SMART contract for the Highland/Milford Transportation Program. Motion CARRIED.
Approve Millage Brochure Expenditure
CM-08-133-09 Rusas moved, Heer seconded to approve expenditure of approximately $1,600 for production of street millage informational flier. Motion CARRIED.
The flyer will be similar to past flyers. Larry Hewitt, 883 GM Road, questioned the legality of using taxpayer money to send out propaganda for the road millage. It was explained the flyer would be informational only and is reviewed by the attorney’s office before going to print.
CALL TO THE PUBLIC
Nader asked if there was anyone who wished to address Council on an item that was not on the agenda.
Jim Crane spoke for the residents of 215 E. Commerce known as “The Lee Home”. The residence has been there for 33 years and is an assisted living residence for mentally handicapped and developmentally disabled women.
The concern was the possible new use for the Stone Church at 219 E. Commerce, which is next door. Mr. Crane provided Council with minutes of past ZBA and Planning Commission meetings where discussion took place regarding plans to convert this property currently zoned Office, to a Jazz Club. Mr. Crane stated this use was not consistent with the definition of an Office District as explained in the Zoning Ordinance. He felt that a zoning change or changing the language to a conditional use would be drastic. He wanted Council to be aware of the discussions and the Lee Home’s opposition to this use.
MANAGER’S REPORT
Mr. Shufflebarger stated the approval of the Engineering Firm for the CDBG-R project has been postponed until we have been notified the funding has been released. Bids for the Rehab project will be opened August 5.
He reminded Council of upcoming events i.e. Huron River Clean-up, the Candidate Forum, and Criterium.
COUNCILMEMBER REMARKS
Glagola reminded everyone of the Milford Memories event to be held August 7-9. He stated they are expecting a large turnout.
Kostin stated the Ride-with-Pride program is still looking for volunteers for their fundraiser.
