President Nader called the meeting to order in the Milford Civic Center at 7:30 p.m. President Nader led the Pledge of Allegiance.

CM-04-067-09 Kostin moved, Rusas seconded, to approve the April 20, 2009 regular agenda removing Introduction of Skate Park Consultants. Motion CARRIED.
NEW BUSINESS
Adopt Resolution to Place 2008 Delinquent Water/Sewer Bills on 2009 Tax Roll
CM-04-068-09 Rusas moved, Kostin seconded, to adopt the following: IT IS HEREBY RESOLVED, that all real property parcels appearing on the delinquent water/wastewater list, held by the Clerk for the Village of Milford, dated April 14, 2009, in the amount of $17,139.97 are hereby specifically assessed for arrearages and charges attributable to said parcels on the Village Clerk’s listing; said assessments to be paced on the 2009 Village tax roll. Motion CARRIED.
Adopt Resolution to Place Delinquent Invoices on 2009 Tax Roll
CM-04-069-09 Kostin moved, Glagola seconded, to adopt the following: IT IS HEREBY RESOLVED, that all real property parcels appearing on the delinquent invoice list, held by the Clerk for the Village of Milford, dated April 15, 2009, in the amount of $1,259.72 are hereby specifically assessed for arrearages and charges attributable to said parcels on the Village Clerk’s listing; said assessments to be paced on the 2009 Village tax roll. Set Public Hearing for May 4, 2009 to Establish a Parking District Special Assessment for 2009
CM-04-070-09 Rusas moved, Kostin seconded, to set a Public Hearing for May 4, 2009 to establish a Parking District Special Assessment for 2009. Motion CARRIED.
Set Public Hearing for May 4, 2009 to Adopt 2009/2010 Budget
CM-04-071-09 Kostin moved, Rusas seconded, to set a Public Hearing for May 4, 2009 to adopt the 2009/2010 Budget. Motion CARRIED.
Approve 2009 Milford Memories Request
CM-04-072-09 Rusas moved, Kostin seconded to approve dates, hours, street closure dates, streets for closure, signage, the Village in-kind donation and alcohol sales in the park as presented on page 2 of this request, contingent upon a certificate of insurance listing the Village as additional insured and proper LCC approvals. Motion CARRIED.
Approve Extension of WWTP Contract with City of Dearborn
CM-04-073-09 Kostin moved, Heer seconded, to approve the requested 180 day extension of the existing contract with the City of Dearborn to facilitate negotiation of a new contract. Motion CARRIED.
Consider Adopt of Resolution of Intent to Vacate
Mr. Shufflebarger stated the resolution in the packet had the legal description of the applicants’ requested vacation of property.
CM-04-074-09 Rusas moved, Heer seconded, directing Administration to create a new resolution including the legal description of “Plan B” vacation, with a public hearing to be established four weeks following the creation of the new legal description. Motion CARRIED.
Approve Installment Purchase Agreement for Dump Truck and Generator
CM-04-075-09 Rusas moved, Glagola seconded, to adopt the resolution authorizing the installment purchase agreement for the generator and dump truck. Motion CARRIED.
CALL TO THE PUBLIC
Nader asked if there was anyone who wished to address Council on an item that was not on the agenda. There was no response.
MANAGERS REPORT
Mr. Shufflebarger reminded Council of the final Budget session to be held April 22, 2009 at 7:00 p.m. Arbor Day ceremony will be held Friday, April 24 at 2:00 p.m. in Central Park. He also mentioned the “Village People” were working the Relay for Life fundraiser, and would accept any donations.
COUNCILMEMBERS REMARKS
Councilmember Glagola congratulated President Nader on the “Hot Team’s” recent accomplishments. The Milford robotic team ranked first in the world during its last competition.
Councilmember Rusas stated the Milford Skate Park group was still looking for volunteers to work any of their fundraisers.
