President Nader called the meeting to order in the Milford Civic Center at 7:30 p.m. President Nader led the Pledge of Allegiance.

CM-04-056-09 Heer moved, Glagola seconded, to approve the April 6, 2009 regular agenda as revised. Motion CARRIED.
NEW BUSINESS
Approve Street Closures for Car Show
CM-04-057-09 Kostin moved, Heer seconded, to approve street closures for the MBA’s 25th Annual Car Show to be held September 20, 2009: Main Street, Huron to Summit and Liberty Street, Union to the railroad tracks. The MBA will provide a certificate of insurance with the Village listed as additional insured. Motion CARRIED.
Approve Application for Temporary Outdoor Service during Milford Memories, 224 S. Main St.
CM-04-058-09 Kostin moved, Rusas seconded, to approve outdoor alcohol sales for Questventures, Ltd., “The Bar”, 224 S. Main, for August 7, 8 & 9 2009. Approval is subject to LLC conditions and any approval and additional direction by the MBA and the Milford Memories Committee. A certificate of insurance must be provided to the Village Clerk listing the Village of Milford as additional insured. Motion CARRIED.
Approve Liberty St. Closure for Farmer’s Market
CM-04-059-09 Kostin moved, Glagola seconded, to approve closure of Liberty St., Main St. to Union, for the Farmers Market, on Thursdays, beginning May 28 through October 29, 2009. Motion CARRIED.
Approve Special Use for Fire Station and Location of Eastern Drive Approach
CM-04-060-09 Kostin moved, Rusas seconded, to approve the renovation of Fire Station No. 1 at 325 W. Huron as permitted under Art. III, Sec 94-68,(14) as a Principal use permitted subject to special conditions. Also, to approve the location for the eastern drive approach for the fire station subject to Sec. 94-68,(14),i, and Sec. 94-340,(6). Motion CARRIED.
Consider Request for River St. Vacation
Mr. Shufflebarger gave a brief synopsis of the request and vacation possibilities.
CM-04-061-09 Kostin moved, Rusas seconded to set a Public Hearing for May 18, 2009 for the purpose of considering the request to vacate a portion of River St.. Motion CARRIED.
Approve Joint Police Services Agreement with Milford Township
CM-04-062-09 Kostin moved, Rusas seconded, to approve the Village/Township joint Police Services Agreement as presented. Motion CARRIED.
Waive Bid for DPS Vehicle Purchase
CM-04-063-09 Rusas moved, Heer seconded, to waive the normal bidding procedures, and approve the purchase of one 2009 GMC Sierra HD3500 dump truck package through Oakland County Cooperative Purchasing Program at the price of $24,377.00, with the accessories not-to-exceed a total price of $40,000.00. Motion CARRIED.
Consider Commerce Street Grant Application
CM-04-064-09 Rusas moved, Kostin seconded, to approve proposal for Wade Trim to update grant application for submittal to the Oakland County Federal Aid Committee. Motion CARRIED.
Mr. Shufflebarger stated Wade Trim did the initial grant application; therefore costs to update should be no more than $800.
Approve Environmental Recycling Group Proposal for HHWD, May 16, 2009
CM-04-065-09 Kostin moved, Glagola seconded, to waive the bidding process as this is service provided by intergovernmental agreement with Milford Township, and approve the proposal from Environmental Recycling Group for the Household Hazardous Waste Collection Day event, with the addition of expired pharmaceuticals. Motion CARRIED.

Nader asked if there was anyone who wished to address Council on an item that was not on the agenda. There was no response.
