President Nader called the meeting to order in the Milford Civic Center at 7:30 p.m. President Nader led the Pledge of Allegiance.

PRESENTATION
Police Department 2008 Annual Report
Police Chief Wayne Walli presented the 2008 Police Department Annual Report. (Copy on file.) Larry Hewitt, 883 G.M. Road, asked how time/activity was divided between the Village and Township. Chief Walli stated time spent in each was fairly equal.
NEW BUSINESS
Receive Police Department 2008 Annual Report
CM-03-047-09 Heer moved, Rusas seconded, to accept the Police Department 2008 Annual Report. Motion CARRIED.
Approve Financing Arrangements
CM-03-048-09 Kostin moved, Rusas seconded, to approve the concept of combining the purchase of the generator and dump truck in one lease/purchase agreement and authorize the administration to seek quotes for financing the two pieces of equipment. Motion CARRIED.
Approve/Endorse Concept of City of Dearborn Trail Connection
CM-03-049-09 Heer moved, Rusas seconded, to endorse the City of Dearborn grant application to the Trust Fund and approve the placement of the trail over the identified HCMA leased property pending final specific approval of a legal transfer to take place later. Motion CARRIED.
Recognize Non-Profit Organization
CM-03-050-09 Rusas moved, Glagola seconded, to recognize Huron Valley Running Club as a nonprofit organization operating in the community for the purpose of obtaining a charitable gaming license. Motion CARRIED.
Recognize of 140 W. Summit (Former Singh Site)
CM-03-051-09 Rusas moved, Heer seconded, to refer to Planning Commission the power to review and recommend to Council, the appropriate zoning classifications for 16-03-478-002, 004 & 007 and for 16-02-352-005, properties that are currently under a PUD zoning classification. Motion CARRIED.
CALL TO THE PUBLIC
Nader asked if there was anyone who wished to address Council on an item that was not on the agenda.
Larry Hewitt, 883 G.M. Road, inquired if there was a way to monitor placement of barriers on sidewalks while the summer outdoor seating is taking place. He stated, at times, it was difficult to get out of cars and onto sidewalk. Mr. Shufflebarger stated the LCC requires the barriers; however there is discussion with the restaurants owners regarding types and placement of barriers.
MANAGER’S REPORT
Mr. Shufflebarger informed Council of a Strategic Planning meeting with the Oakland County Road Commission in the Village offices on Friday, March 20, at 3:00. He stated Council was welcome to attend.
COUNCILMEMBER’S REMARKS
Kovach inquired if the Village was taking actions on energy/cost savings, using reduction of number of fluorescent bulbs in fixtures as an example. Mr. Shufflebarger stated the Village was having a study done which will make recommendations for ways to cut costs and save energy.
Kostin stated he planned on attending the OCRC meeting on Friday.

CM-03-053-09 Kovach moved, Glagola seconded to close the Executive Session. Motion CARRIED.
CM-03-054-09 Rusas moved, Heer seconded to direct Administration to proceed as discussed during Executive Session. Motion CARRIED.
