President Pro-Tem Rusas called the meeting to order in the Milford Civic Center at 7:30 p.m. President Pro-Tem Rusas led the Pledge of Allegiance.

APPROVE REGULAR AGENDA
CM-03-042-09 Heer moved, Rusas seconded, to approve the March 2, 2009 regular agenda as revised. Motion CARRIED.
NEW BUSINESS
Accept Bid for Water Plant Generator Installation
CM-03-043-09 Heer moved, Kostin seconded, to accept bid from Summit Electric Inc., for the installation of a 250kW generator with an 800-amp automatic transfer switch in the amount of $12,900 and $1,032 for a consulting engineering fee, for a total of $13,932 to be paid with funds from the water capital budget. Motion CARRIED.
605 S. Main Sidewalk Variance
CM-03-044-09 Heer moved, Kostin seconded, to grant a waiver to 605 S. Main and allow Mr. & Mrs. Conz to pay $2,376.00 into the sidewalk fund. Motion CARRIED.
Mr. Conz was present and aware of the payment.
Resolution of Appreciation 09-002 - Collins
Rusas read the following resolution into the record:
WHEREAS Ann Collins has been a valued employee of the Village of Milford since June 24, 1987 and, after nearly twenty-two years of dedicated service to the Village of Milford, has decided to retire; and
WHEREAS during Ann’s employ with the Village she served in the capacity as Building Department and Planning and Zoning Administrative Assistant from 1987 until 1996. In June 1996, Ann accepted the Deputy Clerk position, while still working closely with the Planning Commission and ZBA as the recording secretary; and
WHEREAS in August 2000, Ann stepped in as Milford Village Clerk filling the position with the highest degree of professionalism. Ann received her Certified Municipal Clerk status in 1999 and continued on to achieve the Master Municipal Clerk recognition in 2008; and
WHEREAS Ann was elected and served on the Oakland County Clerks’ Association in 2001 as secretary and worked her way to serving as President in 2004. Ann was also elected by the Michigan Association of Municipal Clerks as “Village Clerk of the Year” in 2006; and
WHERAS Ann Collins was also very active in the Milford community volunteering for Milford Memories, Milford Home Tours and the Milford Car Shows. In the last twenty years, Ann only missed one year of volunteering for the Huron River Clean Up; and
THEREFORE, BE IT RESOLVED that at their Regular Meeting on March 2, 2009, the Milford Village Council on behalf of our residents extends their congratulations to Ann Collins on the occasion of her retirement and wishes her good luck in the future.
CALL TO THE PUBLIC
Nader asked if there was anyone who wished to address Council on an item that was not on the agenda. There was no input from the Public.
MANAGER’S REPORT
Arthur Shufflebarger reported on the progress of the water system project stating they were not able to bore the 16” casing under the railroad tracks as originally planned. Instead it will be necessary to insert a 30” casing under the track, which will probably add cost and delay. Reapplication will be submitted to CSX for this work.
COUNCILMEMBER’S REMARKS
Councilmember Herr reported on the MML Community Economic Development Seminar she attended.
