President Nader called the meeting to order in the Milford Civic Center at 7:32 p.m. President Nader led the Pledge of Allegiance.

NEW BUSINESS
Introduce Ord. Amendment 231-132, Sec. 82-31, Prohibition on Use of Groundwater
CM-01-003-09 Kostin moved, Heer seconded, to introduce Ordinance Amendment 231-132, an ordinance to amend Article II of Division I being Section 82-31 of the Code of Ordinances of the Village of Milford dealing with water use within the Village of Milford. Motion CARRIED
Introduce Ord. Amendment 231-134, Sec. 94-344, Recreation Vehicle Storage
CM-01-004-09 Heer moved, Rusas seconded, to introduce Ordinance Amendment 231-134, an ordinance to amend Section 94-344 of the Code of Ordinances of the Village of Milford said section dealing with the storage of recreational vehicles within the village.
DISCUSSION
Gary Goodenow, Planning Commissioner, stated that a complaint had been made and the Building Official requested their input after his investigation showed there were a number of places that were in violation. He said Planning Commission spent a few months, held two Public Hearings and sampled ordinances from other communities. He said the proposed amendment is less restrictive than the current ordinance.
Kostin suggested sending a copy of the proposed language to local realtors to see if they felt the proposed amendment would lower property values.
Nader asked if any of the current property owners who were in violation would be deprived of the use of their property.
Goodenow said yes, some of them will still not be in compliance with the proposed amendment either. He said they will have to move their vehicles off-site.
Michael Yaylaian, 1052 Eagle Nest Dr. opposed the ordinance amendment. He asked Council to enforce the existing ordinance.
Glenn Betts, 708 Knight, Larry Hewitt, 883 General Motors, and Judy and Alan Paul, 778 Byron Court, objected to the screening requirements in the proposed amendment.
Edith Nader, 434 W. Huron asked how many complaints were received; she said we should enforce the current ordinance.
There was further discussion among Council regarding whether recreational vehicles should be allowed to park in the side and front yards and whether the proposed amendment was too restrictive.
Shufflebarger said the proposed ordinance was less restrictive than the current ordinance. He said the current ordinance does not allow the vehicles to be parked anywhere but the back yard. This amendment allows for parking in the side yard with screening. He asked for direction for the Planning Commission if Council did not want to introduce the amendment as is.
Heer said she did not want any restrictions. Kostin asked again about getting realtors involved regarding what this amendment would do to property values. He also suggested a ten-year moratorium on current violators to give them time to relocate their vehicles. Nader suggested rewording the ordinance to make it less restrictive. Rusas said she thought allowing three recreational vehicles on a property were too many. Ziegler said he supported the amendment as it was.

CM-01-006-09 Kovach moved, Glagola seconded, to introduce Ordnance Amendment 231-135, Period of Completion, an ordinance to amend Sections 94-386 I and J of Article XIII, Review and Approval Procedure, of the Code of Ordinances of the Village of Milford, said amendments dealing with review and approval of site plans. Motion CARRIED
Introduce Ord. Amendment 231-133, Sec. 94-2, Definitions
CM-01-007-09 Kovach moved, Rusas seconded, to introduce Ordinance Amendment 231-133, an ordinance to amend Section 94-2 of the Code of Ordinances of the Village of Milford by adopting definitions concerning fences and vehicles within the Village of Milford. Motion CARRIED

Nader asked if there was anyone who wished to address Council on an item that was not on the agenda.

MANAGER’S REPORT
Shufflebarger reminded everyone of the joint meeting next Monday the 12th. He also reported that Peters Road Bridge was open.
Kovach said the bridge looked good. He asked if we were going to stain it.
Shufflebarger said that was up to Council, but it would cost $20,000 to stain.
Glagola said the bridge looked nice also.
Kostin apologized for missing the last meeting. He said he was under doctor’s orders to stay off his feet.
