President Nader called the meeting to order in the Milford Civic Center at 7:35 p.m. President Nader led the Pledge of Allegiance.

DISCUSSION
CDBG Applicants
Linda Fountain, HAVEN representative was present. She updated Council on the work HAVEN did thanks to the Village’s 2008 contribution. She said they were able to help 76 Village residents. She asked Council to consider their request for $3,700 for the 2009 CDBG allocations.
Barbara Rollin, Ride with Pride and the Senior Van Transportation program asked to be considered again this year in the CDBG allocations. She said since gas prices have gone up, they have seen an increase in riders.

NEW BUSINESS
Adopt Resolution 08-015 to Approve 2009 CDBG Allocations
CM-11-192-08 Kovach moved, Kostin seconded, to adopt Resolution 08-015 as follows:
WHEREAS, Oakland County is preparing an Annual Action Plan to meet application requirements for the Community Development Block Grant (CDBG) program, and other Community Planning and Development (CPD) programs, and
WHEREAS, Oakland County has requested CDBG-eligible projects from participation communities for inclusion in the Action Plan, and
WHEREAS, the Village of Milford has duly advertised a public hearing on October 23, 2008 for the purpose of receiving public comments regarding the proposed use of PY 2009 Community Development Block Grant funds (CDBG) in the approximate amount of $17,278 and;
WHEREAS, the Village of Milford found that the following projects meet the federal objectives of the CDBG program and are prioritized by the community as high priority need.

NOW THEREFORE BE IT RESOLVED, that the Village of Milford CDBG application is hereby authorized to be submitted to Oakland County for inclusion in Oakland County’s Annual Action Plan to the U.S. Department of Housing and Urban Development, and that the Milford Village Council President is hereby authorized to execute all documents, agreements, or contracts which result from this application to Oakland County. Motion CARRIED Approve Employee Vacation Day on 12/26/08 & Closing of Village Office CM-11-193-08 Kovach moved, Rusas seconded, to allow Village employees to use a vacation day and close the office on Friday, December 26, 2008. Motion CARRIED

Nader asked if there was anyone who wished to address Council on an item that was not on the agenda. There was no input from the Public.
MANAGER’S REPORT
Shufflebarger reported that the paving has been started for the bridge approach. He said the railings are due to be installed within three weeks. He said the opening should be the end of November.
Shufflebarger reported that the Township trail was progressing. He said they have laid the rock and will pave in the spring.
Shufflebarger reported that the preconstruction meeting had occurred. He said they were going to start with the water line at Old Plank and Oakland. He said unless the weather turns bad, the piping should all be laid this year.
He also reported that the crack sealing project will start this week, weather permitting.
Shufflebarger reported that the CDBG tree planting project was almost completed.
He also said that the TRW property was being cleaned up under the MDEQ’s direction. He said contaminated soil was found on the property and was being removed and replaced.
COUNCILMEMBERS REMARKS
Kovach asked if we were considering extending the yard waste collection again this year because the leaves are still on the trees. He also asked why S. Main had been dug up.
Shufflebarger said we have not made that decision yet. He said the last few times we extended the pick up it snowed and we paid for the service that was not used.
Shufflebarger said S. Main was under construction because DTE was upgrading their substation and they had laid conduit under the road.
