President Nader called the meeting to order in the Milford Civic Center at 7:35 p.m. President Nader led the Pledge of Allegiance.

NEW BUSINESS
Resolution of Appreciation 08-010 – Thomas Motley
Council Pro-Tem Rusas read the following Resolution into the record: WHEREAS, Thomas Motley, was a valued civic leader in the Village of Milford and took great pride in his community and as such served the Village in many capacities, and;
WHEREAS, Thomas Motley, was appointed to the Zoning Board of Appeals in 1975, Vice-Chair in 1978 and served as Chairman from 1979 to 1990; appointed to the Downtown Development Authority in 1991 and served until 2008; appointed to the Brownfield Redevelopment Authority in 2002 and served as Chairman until 2008, and;
THEREFORE, BE IT RESOLVED that at their Regular Meeting on October 20, 2008, the Milford Village Council on behalf of our residents extends their appreciation to the family of Thomas Motley for his thirty-three years of devoted service to the Village of Milford.
Resolution of Appreciation 08-014 - Worrell
Council Pro-Tem Rusas read the following Resolution into the record:
WHEREAS Karen Worrell, was recognized by the American Planning Association for her 30 years in planning and zoning and during that time she has served the Village of Milford in those capacities for 27 years since 1981 on both the Zoning Board of Appeals and the Planning Commission, and; THEREFORE, BE IT RESOLVED that at their Regular Meeting on October 20, 2008, the Milford Village Council on behalf of our residents extends their appreciation to Karen Worrell for her knowledge and valuable contributions to the Village of Milford in planning and zoning.
Accept Planning Commission Resignation from Murad
CM-10-184-08 Kostin moved, Heer seconded, to accept the resignation of Peter Murad from Planning Commission. Motion CARRIED
Appoint Serchak to Planning Commission Term to Expire 6/10
CM-10-185-08 Heer moved, Rusas seconded, to appoint William Serchak to fill the vacancy on Planning Commission, term to expire 6/10. Motion CARRIED
Elect MML Board of Directors
CM-10-186-08 Heer moved, Kostin seconded, to elect MML Board of Directors as recommended by the Nominating Committee. Motion CARRIED
Set Public Hearing for 11/3/08 for 2009 CDBG Funds
CM-10-187-08 Kostin moved, Rusas seconded, to set a Public Hearing for 11/3/08 to consider allocation of 2009 CDBG funds. Motion CARRIED
CALL TO THE PUBLIC
Nader asked if there was anyone who wished to address Council on an item that was not on the agenda.
John Pogats, 516 W. Huron said a truck backed into Peters Road Bridge and a large chunk of concrete was missing, a sidewalk had been cracked by a truck, the panels were three different shades of concrete and the edges along the side of the bridge were very sharp.
Shufflebarger responded that they were aware of those things except for the discoloration of the concrete. He said that issue would not be addressed unless the concrete was stained. At this time, it will not be stained.
Edith Nader, 434 W. Huron asked when the bridge would be finished. She said they will not pour asphalt after November 1st.
Shufflebarger said the pavement will be finished by the end of October. He said the cut off to pour pavement was November 15th. He said there is an issue with the wrought iron railings and they will not be delivered until the middle of November. He said there was still some clean-up to be done. He said he did not want to open it for traffic until the railings were installed.
Mr. Pogats asked if part of the clean up was to remove the metal girders that were still in the water.
Shufflebarger said they would not be removed, but would be cut below the water line.
Mr. Pogats asked how far below the water line, he voiced a concern that people canoeing might be cut.
Shufflebarger said he would have to find out and get back to Mr. Pogats.

MANAGER’S REPORT
Report on DPS 4-day 10-hour Work Week
Shufflebarger reported that the trial 4-day, 10-hour work week has been very successful and cost effective. He said it would continue another month and then they would go back to their regular schedule for winter.
He said work on the trail has begun and it should be cleared by mid November with paving in the spring.
He also reported that the moving filming had gone well and he had gotten positive feedback from the merchants downtown.
He mentioned the next Council meeting, 11/4/08 would be held in the Police Training Room as our regular meeting room and the basement would be polling locations for the 11/4/08 election.
COUNCILMEMBERS REMARKS
Rusas mentioned a Parliamentary Procedure class she, Heer, Ziegler and Glagola attended as well as some Planning Commissioners and ZBA Boardmembers. She said it was a great class and that overall we were following parliamentary procedure. She said there were a few small things that she would like to review during a work session.
Heer said she would not be able to attend the 11/3/08 meeting.
