President Nader called the meeting to order in the Milford Civic Center at 7:30 p.m. President Nader led the Pledge of Allegiance.

PRESENTATION
2007/2008 Audit Report by Plante Moran
David Helisek, Kari Shea and Wendy Trumboll, of Plante Moran were present. They gave the audit presentation and stated that once again the Village of Milford received an unqualified report. (Audit Report on file in Village office)
NEW BUSINESS
Approve Variance for 5 Parking Spaces – Milford House, 101 E. Commerce
CM-10-173-08 Heer moved, Kostin seconded, to approve a five parking space waiver for the Milford House, 101 E. Commerce for deficient parking and allow them to contribute $2,500.00 into the special parking district fund per Ord. #231, Art. XII, Sec. 94-342, c. Motion CARRIED
Award Electrical Bid for Powerhouse
CM-10-174-08 Rusas moved, Kovach seconded, to award the contract for the Powerhouse electrical work to Pro-Tek Electrical Contractors and to proceed with the work for an amount not to exceed $23,379. Motion CARRIED
Approve Identity Theft (Red Flag) Policy
CM-10-175-08 Heer moved, Rusas seconded, to approve the Red Flag Identity Theft Policy (copy on file in Village office). Motion CARRIED
Appoint Horsley to fill DDA Vacancy Term Expires 6/10
CM-10-176-08 Rusas moved, Kostin seconded, to appoint Eric Horsley to fill the DDA vacancy, term to expire 6/10. Motion CARRIED
Approve PD Request to Purchase 3 Vehicles & Waive Bidding Requirements
CM-10-177-08 Kostin moved, Heer seconded, to waive the bid requirement due to the Oakland County pre-bid program; approve purchase of three vehicles for a total of $55,076; and approve conversion costs as necessary, up to $4500. Motion CARRIED
Approve WWTP Request to Sell Used Equipment on E-Bay

Set 2009 Council Meeting Schedule

Set 2008 Halloween Trick or Treat Hours
CM-10-181-08 Kovach moved, Kostin seconded, to set the Halloween Trick-or-Treat hours in the Village of Milford for Friday, October 31, 2008 from 6:00 p.m. to 8:00 p.m. Motion

Nader asked if there was anyone who wished to address Council on an item that was not on the agenda. There was no input from the Public.
MANAGER’S REPORT
Shufflebarger reported that the film crew for the move “Demoted” will begin filming Tuesday and leave town Friday.
COUNCILMEMBERS REMARKS
Glagola asked to have a Resolution of Appreciation for Karen Worrell in honor of her 30-year planning award. He also asked if there was a ribbon cutting planned for Peters Road Bridge.
Shufflebarger agreed with both the resolution for Worrell and a ceremony for the opening of Peters Road Bridge.
Rusas congratulated Tom Lynch on the Emmy for the documentary that was made based on his book “The Undertaking”. She also asked for resolutions of appreciation for Jann Kinzinger, Don Cantwell, and Chuck Rivet for their work on the concert series.
