President Nader called the meeting to order in the Milford Civic Center at 7:30 p.m. President Nader led the Pledge of Allegiance.

Authorize Distribution of the Draft Milford Community Master Plan
CM-08-143-08 Heer moved, Glagola seconded, to authorize distribution of the draft Milford Community Master Plan in accordance with the requirements of Sec. 41, (2) of the Michigan Planning Enabling Act. Motion CARRIED Kovach, Rusas ABSENT
Affirm Master Plan Approval – Planning Commission
CM-08-144-08 Heer moved, Glagola seconded, to affirm that Master Plan approval authority shall be exclusively held by the Planning Commission. Motion CARRIED Kovach, Rusas ABSENT
Confirm Drinking Water Revolving Loan Fund Commitment
CM-08-145-08 Kostin moved, Glagola seconded, to clarify Village Council motions CM-02-028-07 and CM-03-034-07 that the State of Michigan DWRLF should be utilized to the maximum extent to fund the Village paid portions of the proposed water system improvements. Motion CARRIED Kovach, Rusas ABSENT
CALL TO THE PUBLIC
Nader asked if there was anyone who wished to address Council on an item that was not on the agenda.
Matthew Mazure, 947 Byron, asked if the residents that would receive Village water from the proposed water main expansion, would be paying all or a portion of that expense.
Shufflebarger said no, this is part of the MDEQ requirements to mediate the landfill. He said the expense will be paid by both the Village and the Township. He said the Village portion will be paid from the Drinking Water Revolving Loan Fund.
There was no further input from the Public.
COUNCILMEMBER’S COMMENTS
Kostin reported that Planning Commission is working on an ordinance amendment for recreational vehicle storage in the Village and he suggested Councilmembers become familiar with the proposed amendment as there are many changes.
Glagola thanked everyone for their help during Milford Memories. He thanked Council for approving the street closing earlier this year. He said it made set up run much smoother.
Heer asked to have a Special Meeting to receive our Attorney’s opinion regarding the proposed River Street Special Assessment District prior to the 9/2/08 Council meeting.
CM-08-146-08 Heer moved, Glagola seconded, to set a Special Council Meeting for Tuesday, 8/26/08 at 7:30 p.m. to go into Executive Session to receive our Attorney’s Opinion regarding the proposed River Street S.A.D. Motion CARRIED Kovach, Rusas ABSENT
Ziegler asked about Matthew Openshaw, DPS employee who had injured his leg.
Shufflebarger reported that he was back to work today with restrictions.
Nader stated there was a Sign-Up Sheet in the back of the room for people who would like to be emailed when specific issues they were interested in were up for discussion
