President Nader called the meeting to order in the Milford Civic Center at 7:30 p.m. President Nader led the Pledge of Allegiance.

Adopt 2007/2008 Budget Amendment
CM-06-111-08 Rusas moved, Heer seconded, to approve 2007/2008 year-end budget amendments as presented, (on file at Village office). Motion CARRIED
Set 2008/2009 Water & Sewer Rates
CM-06-112-08 Kostin moved, Heer seconded, to adopt the following:
WHEREAS, the Milford Village Council has the power to fix by resolution, from time to time, such just and equitable rates as may be deemed advisable for supplying the inhabitants of the Village with water and sewer,
NOW THEREFORE, BE IT RESOLVED, that the following charges be in effect for all users of the system as of July 1, 2008.

Consider Township Fire Department Request
Cynthia Dagenhardt, Milford Township Treasurer, reported to Council that the Township has decided to renovate the existing fire station at Southside Park. She said they are having plans drawn up and will present them to Council when they receive them.
Approve O’Callaghan’s Request to Serve Alcohol Outdoors During Milford Memories
CM-06-113-08 Kostin moved, Glagola seconded, to approve outdoor alcohol sales for SOC Group, O’Callaghan’s, 449 N Main, subject to LCC conditions and any approvals and additional direction by the Milford Memories Committee. A certificate of insurance must be provided to the Village Clerk listing the Village of Milford as additional insured, policy dated Aug. 8, 9, & 10, 2008. Motion CARRIED
President Nader left the table and President Pro-Tem Rusas took over the meeting.
Authorize River Street SAD Appraisal
CM-06-114-08 Kostin moved, Glagola seconded, to authorize administration to hire an appraiser to evaluate the River Street SAD for an amount not to exceed $3,000.00.

DISCUSSION
Kovach asked why we are getting an appraiser now rather than wait until we are challenged.
Shufflebarger said he felt Council would be better prepared when it was time to establish the special assessment if they had an appraisal. He said the price of $3,000 was for the appraisal, and it did not include hourly costs if the appraiser had to go to the tax tribunal.
Nader asked to have the properties appraised asking for an evaluation of the impact of the improvement on the properties.
Shufflebarger agreed that was necessary. He said he and Connelly would be preparing the wording for the requested appraisal.
Set Public Hearing for River S.A.D. Assessment Role for 7/21/08
CM-06-115-08 Glagola moved, Kovach seconded, to set a Public Hearing to establish the assessment role for the River Street special assessment district (SAD) at the regular Council meeting of Monday, July 21, 2008, 7:30 p.m. at the Milford Civic Center, 1100 Atlantic Street, Milford, MI 48381. Motion CARRIED Nader ABSTAIN
President Nader resumed control of the meeting.
Approve 2008 Water System Improvements
Council acknowledged that the Old Plank Road landfill area was included in the water system extension as part of the current project.
Approve 2008 Water System Construction Contract
CM-06-116-08 Rusas moved, Heer seconded to accept the low bid of Kamphuis Pipeline Company for $1,342,079 for the 2008 water system improvements contingent upon DWRLF approval of funding. Motion CARRIED

Nader asked if there was anyone who wished to address Council on an item that was not on the agenda.
