President Nader called the meeting to order in the Milford Civic Center at 7:30 p.m. President Nader led the Pledge of Allegiance.

APPROVE REGULAR AGENDA
CM-05-100-08 Heer moved, Kovach seconded, to approve the May 19, 2008 regular agenda as presented. Motion CARRIED
UNFINISHED BUSINESS
Accept Bid for 2008 Water System Improvements
Shufflebarger informed Council that the bidders were all contacted to see if they were willing to extend their bids for an additional 90 days. He said that we have not heard from everyone at this point and is recommending postponement until complete information has been received. The bids are good until 6/23/08, with two Council meetings prior to that time.
CM-05-101-08 Heer moved, Rusas seconded, to postpone action on the bid acceptance for 2008 Water System Improvements. Motion CARRIED
NEW BUSINESS
Introduce Ord. Amendment 131 to Sec. 38-184 (h)
CM-05-102-08 Kovach moved, Kostin seconded, to Introduce Ordinance Amendment 129 to Art. VI, Sec. 38-184, (h) Storm Sewers, Design and Construction standards.
DISCUSSION
Mr. Shufflebarger reminded the Council members of Mr. Poole who was before Council with concerns of the drainage problem in his subdivision. He explained that in process of finding a solution for him, Sapelak discovered the language was lacking in some areas.
Nader asked if the proposed ordinance was similar to other communities.
Connelly said that it was.
Sapelak explained that there are a handful of properties that dump drainage water directly into the streets. He said the new language is clear and should be easily understood by the residents who may receive a copy of it.

Adopt Resolution 08-006 – CDBG Participation
CM-05-103-08 Rusas moved, Heer seconded, to adopt Resolution 08-006: We resolve to participate in Oakland County’s Urban County Community Development Block Grant (CDBG) programs for the years 2009, 2010 and 2011. Furthermore, we resolve to remain in Oakland County’s Urban County Community Development programs, which shall be automatically renewed in successive three-year qualification periods of time, or until such time that it is in the best interest of the local Community to terminate the Cooperative Agreement. Motion CARRIED
Approve Skid Steer Replacement Bid
CM-05-104-08 Rusas moved, Glagola seconded, to approve the Skid Steer Replacement bid of Wolverine Tractor Equipment for $27,102. Motion CARRIED
DISCUSSION
Kovach asked why the lower bids were not being considered. Shufflebarger stated that they did not meet the specifications requested.

Nader asked if there was anyone who wished to address Council on an item that was not on the agenda.

MANAGER’S REPORT
Preliminary Report on HHWD
Shufflebarger reported that Household Hazardous Waste Day was a success this year. He said there was an overall increase of 11%, participation, with an increase of Village resident participation of 17%. He said he would have a detailed report at a future meeting.
Memorial Day Parade, Monday, 5/26/08, 11:00 a.m.
Shufflebarger reminded Council of the upcoming Memorial Day Parade to be held Monday, 5/26/08, at 11:00 a.m.
Milford Recreational Trail Groundbreaking, Saturday, 5/31/08, 10:00 a.m.
Shufflebarger said the groundbreaking ceremony for the Milford Recreational Trail would be held on Saturday, 5/31/08, at 10:00 a.m. and at the time the pavilion would also be dedicated.
COUNCILMEMBER REMARKS
Ziegler thanked all of those involved for a successful Household Hazardous Waste Day.
