Mike Wavra, SMART’s Drug and Alcohol Compliance Officer has informed us that because SMART is a guarantor of our federal funding, they are requiring the Highland/Milford Transportation Program to establish and maintain a drug and alcohol testing program that conforms to the regulations as set forth by the Department of Transportation (DOT). The DOT requires that operators, dispatchers and individuals who maintain revenue vehicles must be designated safety-sensitive and shall be subject to drug and alcohol testing under federal regulations 49 CFR § 40and 49 CFR § 655. To that end, Mr. Wavra provided a Zero Tolerance Policy for the program’s communities to adopt.
After all three communities adopt the policy, the transportation program will need a working agreement with a third party administrator to monitor testing and a site for the drivers to be tested. The Transportation Advisory Board will make arrangements with the Mr. Wavra to line up their recommended third party administrator (TPA) and a local test site.
Action Requested
Adopt the Highland/Milford Transportation Program Zero Tolerance Policy.
